Climate Reset Action Corp Overture : Unceded Chiefs : Private Theme Cities Network International

I Write To You Today In The Matter Of The Canada Infrastructure Plan & The Canada Infrastructure Bank (CIB-BIC) : Namely;

Regarding " Investing in Canada Infrastructure Program (ICIP) : As part of the Investing in Canada plan, Infrastructure Canada will deliver $33 billion through bilateral agreements with provinces and territories under four funding streams:

·  $20.1 billion for public transit; $9.2 billion for green infrastructure; $1.3 billion for community, cultural and recreational infrastructure; and, $2 billion for wide-ranging infrastructure needs in rural and northern communities"

The ICIP Program Does Specifically Address Indigenous Peoples Infrastructure @  "SMART CITIES" : I.E., "Realize outcomes for residents : Because the Smart Cities Challenge is all about achieving outcomes, it will be vital for communities to measure where they are starting from, when they are making progress, and when they have achieved success. Establishing a baseline and measuring results will be central to doing this; Empower communities to innovate : Communities should take risks and think big, identify significant, pressing, and perceived "un-solvable" problems, and achieve outcomes through data and connected technology; Forge new partnerships and networks : Communities will need to undertake meaningful engagement with residents and forge relationships with new and non-traditional partners; and, To Spread the benefit to all Canadians : Smart cities approaches should not only benefit a single community; they should be scalable and replicable across Canada."

The CIB-BIC Publishes : "Our purpose is to invest $35 billion of federal funding in revenue-generating infrastructure projects that are in the public interest and that attract private capital. The CIB is a catalyst for private investment in projects that support economic growth for the benefit of Canadians. We are working on projects, from coast to coast to coast, that reflect our core sectors for investment – green infrastructure, clean power, public transit, trade and transportation and enhanced broadband infrastructure."

Kwa'mutsun Nation - I.E., Member State Of Quw'utsun (Cowichan Tribes) - Has Identified Itself To The United Nations In 2011 As A Sustained CSSP (Consecutively Settled Sovereign Peoples) Territory Through The H.E. Dr Stitumaatulwut Hwuneem, LLB Declaration. Neither Kwa'mutsun Or Quw'utsun Are Treatied With EIIR Crown Canada or British Columbia - As Recognized In Factum By Both Canada Publications And BC Provincial Offices.

On Numerous Occasions, Kwa'mutsun - Directly & Via Agents - Has Submitted Petitions To Your Office & The CIB-BIC Office For Commencement Of Dialogue Regarding The GTIF Kwa'mutsun Theme City Project (A Green "Smart City"). No Reply Has Been Received.

We Are Curious. Since The Majority Of "BC" Territory Remains Within Custom & International Law Designation As Sovereign - I.E., CSSP - Territory; Does Canada & CIB-BIC Regard Our Indigenous Nations Projects As Being Excluded From The Canada Infrastructure Plan & The CIB-BIC Provisions?

This Submission Is Being Jointly Submitted To The UN IPCC - ILO - ICRC - IMF - BIS - WBGWho Have Received Our Expression Of Interest In Establishing UNESCO Designated Biospheres - The GTIF Projected 3300 CSSP Private Theme City Projects (Securing $3-T Green Energy Assets) Uniformly Securing A Green Belt Across Canada - Producing 100-K Megawatts For The Bio-Trigen Habitats.

The GTIF (UN 2013 Reg.) / Kwa'mutsun Theme City Project Far Exceeds The Benefits That Could Be Derived From  The Belt & Road Initiative - As Signed By Canada in 2014.
